Abstract

Abstract Tour Program as a special event could be part of a MICE program. Host Government Tour Program is a part of International Monetary Fund – World Bank Group which were held in Bali on October 2018. To manage an event, whether it is in the form of mettings, incentives, conferences, exhibitions or other special events, a mature strategy is needed in its management to minimise errors during the event. The purpose of this research is related to analyse the management of Host Government Tour Program. This event was carried out by PT Melali Bali DMC in organising Host Government Tour Program activities as research objects. Research focuses on analysing the basic functions of management (planning, organising, directing, and controlling). The research method used in this research is a descriptive qualitative research method by describing descriptively using in-depth interview techniques and documentation studies in collecting data in the field. Then to analyse the data obtained, the researchers used data reduction techniques, drawing conclusions, verification and data presentation. From this study, the comparison of theory and practice from the industry could be clearly explained. Learn practically how the basic functions of management are applied to the activities carried out. The result of this study found some differences between the management applied to the Host Government Tour Program activities with the theory of the basic functions of management according to experts, the basic functions of management that are not in accordance with the theory, one of them is the basic function of planning and controlling or evaluating. Based of the interview with the organizer the implementation in this event there is no clear contract before the activity so that why it is make complicated the reimbursement process, beside that when the Host Government Tour Program is not held, evaluation activities are done after the event ends.
